I think we still need to address the constant problem of the response of governments and the military in developing countries to natural disasters. Until there&#039;s an effective framework and  resource locally, a truly humanitarian response to disasters will remain an aspiration because much of the effort will be too late to help those who most need assistance.]]></description>
