Job Description

The Utah Department of Heritage and Arts is searching for a director to oversee the Division of Arts and Museums.  This is an executive level job, and the incumbent reports to the executive director’s office of the Department of Heritage and Arts. The incumbent is responsible for the administration and management of the Division of Arts and Museums, including, supervision of personnel, budgets, and programs. The incumbent is responsible to develop and coordinate division plans and policies, to coordinate activities with the Department of Heritage & Arts, and to work collaboratively with other divisions within the department, with other state entities, with federal partners, and community stakeholders. The incumbent ensures compliance with statutory mandates, state policy, department policies and strategic plans, and gubernatorial directives. The incumbent ensures proper tracking of program metrics and oversees submission of all required reporting to the department, Governor’s Office, Legislature, and federal agencies. The incumbent reviews legislation to determine impact on the division, department, or the state, and contributes to legislative efforts under the direction of the Governor’s Office and the executive director’s office. The incumbent is responsible for cultivating and maintaining partnerships in the arts and museums communities in order to advance division and department mandates, initiatives, and objectives. Under the direction of the executive director’s office, the incumbent represents the interests of the division, department, and the state with national, regional, state, and local arts and museums associations and organizations. The incumbent is the chief administrative officer over the Board of Directors of the Utah Arts Council and the Museum Services Advisory Board.

Job Requirements

Duties

  • Develops and coordinates division plans, policies, and performance goals and metrics.
  • Executes division plans and priorities, oversees allocation of resources, ensures attainment of performance goals and tracking of metrics.
  • Ensures compliance with statutory mandates, state policy, department policy, and gubernatorial directives.
  • Provides and coordinates services on a statewide basis; meets with local officials and stakeholders concerning available services and to assess local needs and opportunities; cooperates with department and other state entities to provide local services.
  • Coordinates activities with the Department of Heritage & Arts and develops a collaborative relationship with the executive director’s office.
  • Supervises subordinate personnel, including: hiring, determining workload, delegating assignments, training, monitoring and evaluating performance, ensuring policy compliance and maintenance of professional standards, and initiating corrective or disciplinary actions.
  • Participates in establishing programmatic direction, plans, goals, and performance metrics. Meets with administrative and program managers to determine available resources, assess needs, and address challenges.
  • Monitors division and program budgets including revenues, expenditures, budget projections, etc.  Ensures compliance with all purchasing, contracting, and other finance requirements.
  • Develops strategic plans and partnerships to meet division objectives of increasing awareness of the public value of the arts and museums, strengthening communities by investing in local arts and cultural infrastructure, and building sustainable funding sources.
  • Ensures concordance of division plans with strategic objectives of the Department of Heritage & Arts, Governor’s Office, and Arts Council and Museum Services boards.
  • Ensures compliance with department, state, and federal reporting requirements, and accurate tracking and reporting of performance metrics.
  • Oversees division efforts to implement Governor’s operational excellence initiatives.
  • Reviews legislation to determine impacts. Gives recommendations regarding implementation of passed legislation.
  • Ensures effective communication with policy and decision makers; contributes to legislative outreach efforts under direction of the Governor’s Office and executive director’s office.
  • Encourages community engagement and public participation by developing and managing communications, public relations, and outreach activities, including the development of informational materials, websites, social media, curated exhibits, etc.
  • Ensures all publications, collateral, press releases, curated exhibits, sponsored events, etc., are consistent with departmental, legislative, and gubernatorial objectives and standards.
  • Oversees care, maintenance, preservation, and physical and digital accessibility of State’s fine art, public art, and folk art collections.

Qualifications

  • ability to work collaboratively with department management, division directors, and other public stakeholders
  • knowledge of arts and museums communities, institutions, and stakeholders
  • experience in arts/museums administration; track record of successfully implementing best practices in arts/museums administration
  • previous supervisory experience
  • familiarity with legislative process, state/federal/local governance, political/community constraints, etc.
  • budget/financial management experience
  • experience in administration of grants, contracts, and similar agreements
  • track record of policy and procedural compliance
  • ability to build partnerships, engage stakeholders, and maintain successful relationships with localities, government agencies, foundations, advocacy organizations, etc.
  • knowledge of principles, theories, and practices of community and economic development
  • knowledge of principles, theories, and practices of arts education
  • knowledge of principles, theories, and practices of communications, public relations, and media relations
  • ability to cultivate sponsorships, financial and in-kind partnerships, and other funding sources within the bounds of statutory and policy limits
  • advanced written, interpersonal, and public communication skills
  • ability to deal with people in a manner which shows sensitivity, tact, and professionalism
  • knowledge of principles, theories, and practices of organizational development and human resource management
