JOB SUMMARY:

This position is located in Pensacola, FL, at the National Naval Aviation Museum (NNAM), which is under the Naval History and Heritage Command (NHHC).  The mission of NNAM is to preserve and enhance the relevance, heritage, and image of Naval Aviation through acquisition, collection, preservation, and exhibiting articles of significance relating to the history and mission of Naval Aviation. In addition to presenting the historical aspects of Naval Aviation, the museum is responsible for the representation of the Naval Aviation community as a whole to the American people, Navy family, and visiting public, as well as for the present and future potential members of its community.  The primary functions of the Director are to manage the overall administration, exhibitions, collections and operations of the museum.

Selectee must also possess:

  • Expert knowledge of qualitative and/or quantitative methods for the assessment and improvement of museum, or other equivalent government organization, processes and systems.
  • Demonstrated expert knowledge of practices, policies, processes, procedures and professional standards necessary in managing a national museum, or other equivalent government organization.
  • Demonstrated familiarity with non-profit, non-federal entities, which includes their mission, organization, administration, and role in supporting government institutions, especially a DoN museum.
  • Recognized expertise in dealing with a wide range of management issues, including varied scholarly interpretation of research, collections and conservation management processes/techniques, museum accreditation, motivation of museum personnel, and the allocation of scarce museum or organizational resources.
  • Practical, first-hand knowledge of program development within or impacting a Navy enterprise, especially one that involves the expansion, renovation, construction, and operation of facilities that may involve a modern museum and/or its support facilities.
  • Mastery of oral and written communication skills necessary to coordinate and liaise with Navy and essential museum stakeholders, including a recognized ability to write Navy and/or museum instructions, justify directives, make presentations in accordance with Navy style guidelines, give instructions, present clear and concise information on complex issues, answer detailed questions in areas of responsibility, formulate technical briefings, and write technical memoranda and reports and to carry the message of the museum, being the spokesperson for the museum to a wide variety of people and organizations within and outside the Department of the Navy (DoN).
  • Demonstrated expertise in oversee the operation of the largest and most visited museum within the Department of the Navy (DoN) museum system and managing the four cornerstones of a public museum: research, collections, exhibits, and education.
  • Recognized capabilities to oversee the acquisition, care, preservation, interpretation and display of historic naval aircraft, and other objects, materials and services that portray naval aviation history.
  • Expert ability to supervise personnel within NNAM and determines work that needs to be accomplished and prioritizes as necessary to respond to internal and external requirements.

BASIC EDUCATION REQUIREMENTS

A.  Completion of a full 4-year course of study in an accredited college or university leading to a bachelor’s or higher degree that included a major field of study (or at least 24 semester hours) in museum studies, history or similarly relevant field; OR

B.  Combination of education and experience: courses equivalent to a major in museum studies, history or similar relevant field, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study in museum studies, history or other relevant field.

SPECIALIZED EXPERIENCE

For GS-14:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.  Creditable specialized experience also includes:

Service as a naval aviator and/or professional or scholarly knowledge of naval aviation.

Professional experiences in managing a national museum or other equivalent government organization.

Familiarity with non-profit, non-federal entities, which includes their mission, organization, administration, and role in supporting government cultural institutions/museums.
