Oct 22: Public Perceptions of Wind Energy Projects in Massachusetts

The state of Massachusetts has plans for increasing its cumulative wind energy supply to 2,000 MW by 2020; currently it is at 61 MW (10/11/2012). To be able to achieve this goal, it is important to have a coherent understanding of the factors that make wind energy projects accepted at the local level.

Fletcher’s Center for International Environment and Resource Policy (CIERP) is conducting a study of the factors that lead to community acceptance of wind energy projects. The leader of this study, CIERP postdoctoral research fellow Maria Petrova, recently conducted a survey  and will  present her  results.   From  April  to June, 2012, surveys were mailed to randomly selected residents from the towns of Hull, Kingston, and Falmouth in Massachusetts, where wind projects have been sited with various levels of success. The differences in responses will be analyzed, and the factors that influence public acceptance and lead to the adoption of wind projects at the local level will be discussed.

 

Dr. Petrova came to CIERP from Oregon State University, where she completed her PhD in Environmental Science in 2010. Her doctoral dissertation focused on public acceptability of wave energy technology in Oregon. Her main interests are in public opinion and acceptability of renewable energy technologies (RETs), as well as the policies that need to be in place to advance RET development and deployment. She is also interested in comparative RET policy studies, mainly between the U.S. and countries in the EU.

Cristina Haus will speak about the development of aviation biofuels over the last six years, from the military’s early strategic priorities that led to testing by the Air Force and later the Navy, to the certification effort for commercial use, to flight tests by Lufthansa and others, and the current effort to bring these fuels from technical viability to commercial reality through efforts by NGOs such as the Carbon War Room and groups like the Commercial Aviation Alternative Fuels Initiative. She will also discuss the regulatory framework – what exists and what is missing in terms of a global climate change agreement for aviation specifically and the world in general.

Haus, a Fletcher graduate (F’81), has worked at Energy Intelligence for most of her professional career. She began as a reporter at the flagship publication Petroleum Intelligence Weekly, and for the last twenty years has been Executive Editor of Jet Fuel Intelligence. She attends (and has been a frequent speaker at) Fuel Forums of the International Air Transport Association, which has taken her all over the globe. During a brief hiatus from EIG she worked for Bloomberg Business News and Cambridge Energy Research Associates. She speaks German, French, Italian and English, each of which she uses often in her work. Haus has two daughters, one of whom currently attends Tufts University.

The acronym NIMBY, known to stand for “not-in-my-back-yard,” is generally used for describing resistance to siting projects close to one’s area of residence while exhibiting acceptance of similar projects elsewhere. As wind energy continues to be recognized as a successful technology for mitigating climate change, the siting of wind turbines is a growing challenge that policy makers, facility planners and wind developers face. Social science researchers have been examining NIMBY attitudes for the last three decades from a variety of theoretical and methodological perspectives because of the complexity of the issues and the multifaceted nature  of  this  phenomenon.  This presentation will review the state of knowledge and answer this particular question: Is the conventional wisdom that NIMBY-ism is so pervasive that no new energy facilities can be constructed in the U.S. correct?

Maria Petrova’s research involves analyzing U.S. climate and renewable energy policy from a socio-economic and policy perspective. More specifically, she summarizes and reviews U.S. public perceptions of renewable energy technologies (RETs), the impact of social networks on public opinion, and conceptualizing renewable energy values. Dr. Petrova came to CIERP from Oregon State University, where she completed her PhD in Environmental Science in 2010. Her doctoral dissertation focused on public acceptability of wave energy technology in Oregon. Her main interests are in public opinion and acceptability of RETs, as well as the policies that need to be in place to advance RET development and deployment. She is also interested in comparative RET policy studies, mainly between the U.S. and countries in the EU.
