
Alfredo Mahar Francisco A. Lagmay
Principal Investigator
Dr. Alfredo Mahar Francisco A. Lagmay is an Academician of the National Academy of Science and Technology (NAST) and Professor at the National Institute of Geological Sciences, University of the Philippines. He is currently the Director of the University of the Philippines Nationwide Operational Assessment of Hazards (UP NOAH), a research center established to conduct research, development and extension services on natural hazards, disaster risk reduction and climate change actions. He is also the Executive Director of the University of the Philippines Resilience Institute, an institution established undertake research and creative work, disseminate research findings, establish non-degree educational programs and support degree programs within the UP System, and improve the capability of the UP System as an agent of change to formulate and implement advanced academic programs on disaster resilience in the Philippines and the Pacific Rim region.

Dennis de la Torre
Chief Scientist
Dennis de la Torre supervises the Research and Creative Work team of UPRI. He earned his Bachelor of Secondary Education (major in biology, minor in chemistry) from the UP College of Education, and Bachelor of Laws from the FEU Institute of Law, and is currently finishing his Masters In Public Administration in UP NCPAG.

Glecy Atienza
Principal Investigator
Glecy Cruz Atienza currently serves as Director for Research and Creative Work at the UP Resilience Institute. She is a full professor at the Department of Filipino and Philippine Literature, College of Arts and Letters, University of the Philippines Diliman, where she teaches graduate and undergraduate courses in Philippine Literature, Creative Writing, Language and Cultural Studies . She is a multi-awarded theater artist-performer–researcher-playwright, trainer and festival organizer which she leads through her group, the Guro sa Sining ng Bayan Inc (Teachers for People’s Art) and her network of college based theater groups in Metro Manila, the Alyansa ng mga Manggagawang Pangkultura sa Kamaynilaan at Karatig Pook (Alliance of Cultural Works in Metro Manila and the Suburbs). Her recent recognitions include the 2024 National Book Award for Best Book in Drama and Film (2024), UP Arts Productivity Incentive Award (Artist 3) (2018-2020. 2022-2024), the Komisyon sa Wikang Filipino Dangal ng Panitikan (Pride of the National Literature Award), the UP Chancellor’s Awards for Outstanding Teacher, Published Research, and Extension Work, and the TOWNS (Ten Outstanding Women in the Nation’s Service Award for the Arts.
Among her pioneering projects in creative communication for community development and health concerns such as children’s plays and songs on earthquake preparedness entitled “Handa Awit Lindol” (Ready Sing Earthquake,2015), songs on managing communities during the pandemic entitled Handa Awit Pandemya (Ready,Sing,Pandemic, 2022) “K na K na! (2022) Radio Program on Health concerns during the Pandemic, children’s songs and drama on toilet hygiene and handwashing entitled Hello Healthy Goodbye Dirty (2014). She has just finished “Moskitoks” a puppet tv show on dengue awareness for TVUP and she will soon conduct a community engagement project on dengue awareness entitled “Papatoks” (It’s Gonna Be a Hit!) and Abangan…Bukas Na! A Global Landscape Report and Performative Social Experiment on Anticipatory Action for Climate Change Health Concerns with selected faculty and students of the University of the Philippines Diliman. These projects are being done through the Research and Creative Work Division of the UPRI and the Center for Climate and Health glObal Research on Disasters,Tufts University.

Aira Joy C. Delos Angeles
Project Officer
Aira Joy C. Delos Angeles is a Science Research Specialist at the University of the Philippines Resilience Institute, specifically in the Research and Creative Work Division. She began her career there in 2022 as a Project Staff member. Aira holds a degree in Environmental Science from Palawan State University, and her focus is on integrating climate change adaptation and disaster risk management into the policies of local governments and state universities and colleges. Before her current role, she gained valuable experience in community engagement and research while working at the Office of the City Planning and Development Coordinator in Puerto Princesa.

Lira Angelo M. Cabrera
Senior Researcher
Lira Angelo M. Cabrera is a Junior Office Assistant at the University of the Philippines Resilience Institute, where he contributes to the Research and Creative Works Division. He is originally from Quezon City and holds a Bachelor’s degree in Entrepreneurship Management from Quezon City University. His academic background provides a strong framework for his responsibilities in this role, supporting the Institute’s initiatives in resilience research and innovation.

Cyryl Mei P. Reynoso
Project Staff
Cyryl Mei P. Reynoso is a Junior Project Assistant under the Research and Creative Works Division – University of the Philippines Resilience Institute (UP RI). Using her Bachelor’s degree in Public Administration that she earned at the UP National College for Public Administration and Governance (UP NCPAG), she is dedicated to building sustainable cities through community development and policy research.

Erica Mae S. Santos
Project Staff
Erica is a Junior Project Assistant under the InnovatED Leaders Network (ILN) of the UP Resilience Institute – Research and Creative Works Division. She holds a BA in Philosophy, magna cum laude, from UP Diliman. Her work spans interdisciplinary research and policy development. She has facilitated educational workshops, supported grassroots initiatives, and contributed to sustainability efforts through urban gardening under the DOLE SPES program.

Euan Ken S.B. Dioras
Project Staff
Euan Ken Dioras is a Junior Project Assistant at the Research and Creative Works Division of the University of the Philippines Resilience Institute. He holds a degree in Agricultural and Biosystems Engineering from University of the Philippines Los Baños (UPLB). His work focuses on climate change mitigation and the interconnected impacts between agriculture and climate systems. Drawing from this background and previous experiences, he now contributes to initiatives that strengthen community development and climate resilience.

Klara Rosan R. Bilbao
Project Administrator
Klara Rosan R. Bilbao is a Senior Science Research Specialist at the UP Resilience Institute under the Research and Creative Work Division. She holds a Master’s degree in Community Development and a Bachelor’s degree in Public Administration from the University of the Philippines Diliman. Her academic background has equipped her with a strong foundation in governance, community engagement, and development work. She is committed to applying her knowledge in ways that contribute meaningfully to public service and social development.

Jo Ann Camacho
Project Administrator
Jo Ann T. Camacho serves as an Administrative Officer at the Research and Creative Work division of the University of the Philippines Resilience Institute. Her responsibilities are crucial, encompassing voucher processing, contract management, logistics coordination, and the preparation of financial documentation for research initiatives and institutional events. A committed and results-oriented administrative professional, she earned a Bachelor of Science in Business Administration major in Banking and Finance, graduating with honors (Cum Laude) from New Era University. With more than 15 years of extensive experience in administrative functions, finance, and customer service, she has established a solid foundation in both the private and public sectors.

Erika Elaine F. Muñiz
Project Administrator
Erika Elaine F. Muñiz is an Administrative Assistant V at the UP Resilience Institute. She is currently pursuing a Master of Arts in Women and Development at the UP College of Social Work and Community Development. She holds a Bachelor’s degree in Business Administration, major in Management, from St. Joseph’s College of Quezon City and also completed the Sertipiko sa Malikhaing Pagsulat sa Filipino (Creative Writing in Filipino) in UP Diliman. She is known for her reliability and strong support in project implementation. Her skill in coordinating logistics, handling administrative responsibilities, and maintaining consistent involvement in the projects such as SAFER-U, 4As, and CORD has been instrumental in achieving project objectives.

Donavan Christian A. Silva
Project Administrator
Donavan Christian A. Silva currently serves as a Senior Administrative Assistant I at the University of the Philippines – Resilience Institute. His extensive experience and strong expertise in handling and processing payroll for Individual Contract of Service Personnel have been instrumental to the Institute’s operations over the years. Donavan is a dedicated team member who remains eager to contribute, grow, and learn in service of the Institute and the Filipino people.

Alexa Samantha Hernandez
Project Staff
Alexa holds a Bachelor of Science degree in Forestry, graduating Magna cum Laude from the University of the Philippines Los Baños, with a major in Social Forestry and Forest Governance. She has served as a Junior Researcher for the 4As Project and a Senior Researcher for the CORD Project. A licensed forester by profession, Alexa is a strong advocate for nature- and community-based solutions to address climate change. Her research experience spans community engagement—particularly with climate-vulnerable groups—as well as climate change adaptation and mitigation, anticipatory action, and disaster risk reduction. Currently, she works as a University Researcher Associate at the UP Center for Integrative and Development Studies (UP CIDS), the policy research unit of the University of the Philippines. In addition, she serves as the Managing Editor of the Philippine Journal of Public Policy.

Ramon Christopher A. Caballero
Researcher
Ramon Caballero had been part of the 4As and CORD Projects as Junior Researcher and Senior Researcher, respectively. He is currently pursuing a Diploma in Urban in Regional Planning at UP Diliman, where he also earned his Bachelor’s degree in Geography (Magna Cum Laude). As a geographer and aspiring environmental planner, he is dedicated to engaging in projects that address the urgent provision of basic needs for vulnerable populations, particularly the climate-vulnerable individuals. Consequently, he proactively explores the application of GIS as decision-support tool in planning and policymaking, with and for the people. He is now engaged as a Senior Research and Capacity Development Associate at the UP NCPAG Governance Reform, Innovation, and Transformation Research Laboratories (GRIT Labs), focusing on adaptive organizations and systems, as well as Bangsamoro development and renewable energy.

Chris Sanchez

Chris Sanchez is a seasoned educator and interdisciplinary professional with over two decades of experience in Information Technology, Digital Media Design, Photography, Video Production, Creativity, and Life Skills Training. He currently serves as Supervising Researcher at the University of the Philippines Resilience Institute, where he leads innovative research projects under the Research and Creative Work Division. His career spans notable roles such as Career Advisor at the Asian Institute of Management’s Aboitiz School of Innovation, Technology & Entrepreneurship, Operations Coordinator at De La Salle-College of Saint Benilde, and Lecturer at the Institute of Technical Education in Singapore. Chris has spearheaded groundbreaking projects in digital media, facilitated regional education conferences, and empowered diverse learner groups through outreach and training programs. His multifaceted background continues to inform his mission of fostering resilience, creativity, and employability across academic and professional landscapes.
