Dr. Harsha Vardhana Singh is Executive Director of the Brookings Institution India Center. Dr. Singh has worked for over three decades on regulation of international trade and trade policy, regulation and opening up of infrastructure sector to competition, global governance, development policies, and enhancing market competition through strengthened national and international institutions.

He was Deputy Director-General (DDG) at World Trade Organization for eight years from 1st October 2005 till 30th September 2013. Earlier, he worked for twelve years in GATT/WTO on economic research, trade policy reviews, rules, trade and environment and technical barriers to trade, and in the Director General’s Cabinet.

At present, Dr. Singh is Senior Fellow of the International Institute for Sustainable Development, and Senior Associate (Strategic Research and Policy Analysis) at the International Centre for Trade and Sustainable Development. In the 2013-14 academic year, he has also been appointed Adjunct Professor at the School of International and Public Affairs, Columbia University, and The Fletcher School of Law and Diplomacy at Tufts University.

He is a Ph.D. in Economics from Oxford University where he went as a Rhodes Scholar from India.
