He has provided policy and regulatory guidance in a number emerging markets issues like the liberalization of the telecommunications and infrastructure markets, mobile money licensing, developing of a regulatory monitoring frameworks, regional roaming initiatives, wholesale and retail pricing frameworks as well as provide advice on different Universal access projects under the Rural Communications Development Program. With respect to Digital Financial Services, Abdul remains a key player in Regulator – Central Bank engagements towards the co-regulation of Mobile Money Markets in Uganda. He is a member of the Bank of Uganda’s Uganda Communications Commission task force on Mobile Money regulation. Current joint regulatory concerns in DFS include: interoperability, licensing and approvals, consumer identity, consumer protection, and competition among others.
