Belay Tulu was born on May 29, 1962 in a town called Fitche in the former Shoa province, Ethiopia. He attended college at the Asmara University and Addis Ababa University. He graduated in Accounting in 1994, has completed his professional study in insurance from the Chartered Insurance Institute of UK, and is an Associate of the Chartered Insurance Institute. Temesgen has been working in different departments of the National Bank of Ethiopia at different capacities since 1987. As head of the Ethiopian Institute of Financial Studies and Insurance Supervision Directorate Temesgen worked tirelessly with members of a study committee and developed a course catalog/brief course outline necessary for the reintroduction of a professional training on insurance.
