Duncan B. Hollis
Laura H. Carnell Professor of Law, Temple University Beasley School of Law
Duncan B. Hollis is the Laura H. Carnell Professor of Law at Temple University Beasley School of Law and a leading scholar of public international law, with particular expertise in treaties, international legal interpretation, and cybersecurity governance. His research examines how international law adapts to emerging technologies and evolving forms of conflict in the digital age.
Professor Hollis is a non-resident Scholar at the Carnegie Endowment for International Peace and serves as a member of the U.S. Department of State’s Advisory Committee on International Law. He also co-convenes the Oxford Process on International Law Protections in Cyberspace and is an elected member of the American Law Institute.
Before joining Temple, Professor Hollis served as an attorney-adviser in the U.S. Department of State’s Office of the Legal Adviser. He holds a Master of Arts in Law and Diplomacy from The Fletcher School at Tufts University and a Juris Doctor from Boston College Law School.

Ryan Shandler
Assistant Professor of Political Science, Georgia Institute of Technology
Ryan Shandler is an Assistant Professor of Political Science at the Georgia Institute of Technology’s School of Cybersecurity & Privacy. His research focuses on the human dimension of cybersecurity, examining how exposure to cyber threats shapes political attitudes, behavior, and public opinion.
Using experimental and quantitative methods, Professor Shandler studies how individuals perceive cyber risks and how these perceptions influence political and security outcomes. His work has appeared in leading academic journals including the British Journal of Political Science, Journal of Peace Research, Public Opinion Quarterly, and the Journal of Cybersecurity.
Prior to joining Georgia Tech, Professor Shandler was a postdoctoral fellow at the University of Oxford, affiliated with Nuffield College and the Blavatnik School of Government. He holds a Ph.D. in Political Science from the University of Haifa and a Bachelor of Laws from the University of Melbourne.
