THE POSITION:
There is an immediate opening for an Administrative Officer 3 position with the Pennsylvania Historical & Museum Commission (PHMC) in Harrisburg, Pennsylvania.

This position serves as the Chief of the Division of Education and Outreach within the Bureau of the State Museum of Pennsylvania and is responsible for creating, planning, directing, and administering all educational and interpretive programs and special activities at the State Museum of Pennsylvania. This includes supervising the Education Division’s school visitation programs, overseeing Planetarium operations, supervising the 3rd floor Nature Lab, working with the Curatorial and Exhibits Divisions in developing and presenting educational programs related to the museum’s core and changing gallery exhibits, overseeing the museum’s Facility Use Program, overseeing the museum’s Volunteer Program, overseeing group reservation and scheduling, and working with community groups to plan and present special programs and activities.

DESCRIPTION OF WORK:
Supervision:

This incumbent supervises professional, technical, interpretive, and clerical staff in the Education and Outreach Division, including assigning routine and special project work, formally and informally evaluating job performance, reviewing and approving work schedules and leave, and handling discipline and grievance issues.

The division chief is responsible for developing the annual program plan which includes: the annual training plan (including all mandatory/required training); the annual work plan (including goals and objectives for each employee under the direct supervision of the position); and the budget (including proposed expenditures for supplies, equipment and programs) for the Education and Outreach Division. The position monitors progress of all division expenses and programs throughout the year and uses sound project management techniques to accomplish work.

Education:

This incumbent is responsible for planning, developing, implementing, and evaluating (formally and informally) the education/interpretive programs of the State Museum including educational classes, gallery activities, Nature Lab programs, outreach programs, in-service classes for teachers, special public events, museum tours, and volunteer training. The division chief will ensure that the museum’s education program meets or exceeds best practice standards and are consistent with the Pennsylvania Department of Education Curriculum Standards.

The division chief coordinates the division’s work with other work units in the State Museum to develop exhibits and programs and to provide program information to the appropriate office for promotion and advertising of museum programs.

Front Desk Oversight:

This incumbent is responsible for overseeing the handling of revenue and admission reports and statistics from the museum’s admissions desk, including oversight of fiscal policies (cash/credit card handling and revenue reporting), school tour and group reservations, and the administration of the Gateway ticketing and admissions system modules.

The incumbent is also responsible for developing, maintaining, and distributing an accurate, up-to-date master calendar for all State Museum programs and activities, including but not limited to: annual programs, special events, school and group tours, VIP tours, facility uses, seminars, lectures, and summer camps.

Outreach, Special Events, and Activities:

The division chief works with community groups, other PHMC bureaus, and other Pennsylvania agency partners to plan, promote, and implement special events, programs, and activities at the State Museum. These programs include “Third in the Burg” programs, Learn at Lunchtime, Charter Day, Special Saturday Events, and other seasonal and traditional programs.

This position also works with the State Museum Director, the Friends of the State Museum, the PA Heritage Foundation, and other partners to carry out joint programs at the museum, including the museum store, evening events, fund raising activities, and exhibit openings.

Communication:

The incumbent prepares information on State Museum of Pennsylvania programs and activities that will be used to promote and advertise the museum’s programs and works with the PHMC Marketing and Media Director to coordinate the dissemination of that information through a variety of standard and social media including press releases, email blasts, postings on the museum’s website, Facebook, and other social media.

Outreach Programs:

The incumbent works with a variety of groups to present museum programs at off-site locations including service clubs, schools, and other educational organizations.

Development and Grant Applications:

The incumbent works with the Museum Director and PHMC Development Office to develop and prepare grant applications for obtaining funding for the museum’s educational programs.

The incumbent enforces all safety rules, procedures, and work practices and takes action to correct unsafe conditions in the workplace.

The incumbent performs related duties as assigned.

Incumbent is responsible to be familiar with PHMC general safety rules and safety rules specific to this position; for working in a safe manner and following all PHMC safety rules; to immediately report all workplace injuries or incidents to the supervisor; and to immediately correct any safety hazards in the work area or report same to supervisor.

REQUIRED EXPERIENCE:
One year as an Administrative Officer 2;

OR

Four years of experience in progressively responsible and varied office management of staff work in public or private organization, including experience in personnel management, budgeting, or procurement; and such training as may have been gained through graduation from a four-year college or university;

OR

Any equivalent combination of experience and training.

SALARY INFORMATION:
Annual salary range is $51,443 – $78,103 commensurate with selected candidate’s education and experience.
