Terry Daly is a 32-year veteran of the semiconductor industry. His latest post was senior vice president at GLOBALFOUNDRIES, a global semiconductor manufacturing firm based in Silicon Valley and owned by a leading sovereign investment fund in the UAE. There he served as head of strategy and corporate development, chief of staff to the CEO, and head of corporate program management. He had instrumental roles in global strategic alliances and M&A, including the acquisition of the microelectronics business from IBM.

Daly joined GLOBALFOUNDRIES in 2010 after a 26-year career at IBM. Over the course of his IBM career, he served in financial controller, pricing and business analysis positions, and held executive roles in manufacturing operations, program management, and strategy. Before joining IBM, Daly spent five years as an officer in the United States Army.

He is a Distinguished Graduate with a bachelor’s degree in engineering from the U.S. Military Academy at West Point, and earned a master’s degree in international relations from the Fletcher School of Law and Diplomacy, Tufts University. His initial CEME research will focus on China’s new “market driven” approach to grow their semiconductor industry, specifically on implications to US national security interests and strategies for Chinese and global semiconductor firms.
