 | Naveen Chandra Joshi is a PhD student at The Fletcher School of Law and Diplomacy, Tufts University. His research examines great power competition in cyberspace, with a particular focus on the evolution of People’s Republic of China (PRC)–sponsored cyber threats and their implications for the global order. He also explores the “AI trust paradox,” examining how reliance on opaque AI systems introduces new vulnerabilities in critical infrastructure and state decision-making.
Naveen brings a multidisciplinary background spanning public policy, law, and engineering. He holds a Master of International Public Policy from Johns Hopkins SAIS, an LLM in International Business and Finance Law, and an engineering degree, complemented by more than 15 years of professional experience with the Government of India. |
 | Lilly Min-Chen Lee is a Doctoral Fellow at The Fletcher School at Tufts University, affiliated with the Hitachi Center for Technology and International Affairs. Her research examines the strategic implications of emerging technologies, particularly regarding China’s political and military strategies. A primary area of Lilly’s research involves disaggregating the layers of cognitive warfare and disinformation campaigns. By analyzing the multidimensional nature of information warfare, she explores how these tactics are deployed to influence political landscapes and social cohesion, particularly in the context of Taiwan’s security environment.
Lilly’s research also explores AI sovereignty and the role of Civil-Military Fusion in shaping global security dynamics. Through her work at the Hitachi Center, she seeks to bridge the gap between technological innovation and policy-making, providing rigorous, data-driven insights into how emerging technologies reshape international stability. |
 | Emily Lagarile is a PhD candidate in her third year whose fields of study are international security and technology in international affairs. Her research looks at cooperation between great powers in technology research and development and international agreements during periods of competition. She is an active-duty Major in the U.S. Space Force and is a career Space Operations officer with a focus on Space Domain Awareness. Prior to attending Fletcher, she held assignments in the Pentagon, California, North Dakota, and Florida. She holds a B.S. in Systems Engineering with a minor in Mandarin from the U.S. Air Force Academy in 2015. She received her M.A. in English Language and Literature in 2021. She is accompanied by her Husband of 10 years, Scott, and their three children Penelope (6), Sophie (4), and Desmond (6 months). |
