Hugo Leon-Manco
Director, Pension Systems, Ministry of Economy and Finance, Peru
Hugo Leon is the Director of Pension Systems at the Ministry of Economy and Finance. He was previously an Advisor at the Ministry of Economy and Finance of Peru, where he collaborated with the development of the National Policy for Financial Inclusion, having participated in its subsequent implementation. In addition, he is member of the Board of Directors of the Military and Police Pensions Fund, appointed by the ministry, which is responsible for the administration of the funds that provide pensions for the military and police personnel. Hugo worked for the National Program for Forest Conservation where they designed with indigenous communities from the Amazon a partnership to forest conservation, having a conditional cash transfer scheme paying through the financial system as its corner stone. Previously, he worked at the Ministry of Development and Social Inclusion, restructuring its household target system in order to reduce errors identifying extreme poor families, using data mining and artificial intelligence as the main tools to achieve the objectives. He is a lawyer with a MSc. in Public Policy & Program Management from the University of Bradford, and member of the JJ/WBGSP Alumni and Scholars Network and the American Bar Association. In addition, he is a lecturer at the Pontificia Universidad Católica del Perú (PUCP), in the Public Law & Good Governance Program of its School of Law, focusing on partnerships, good governance and regulatory impact assessment.
