Senior Financial Surveillance Analyst, Financial Surveillance Division, Central Bank of Seychelles
Cyril joined the Central Bank of Seychelles in January 2018 as a Financial Surveillance Analyst within the Financial Regulation Section of the Financial Surveillance Division, following completion of his B.A (Hons) Business Administration. Since joining the Central Bank, he has shown great initiative, drive and determination resulting in his swift progress to Senior Officer in 2022. Being responsible for policy and regulation, Cyril recently spearheaded the conceptualisation, drafting and implementation of the National Payment System (Electronic Money) Regulations, which serves to further modernise Seychelles’ national payment system and allow for the adoption of innovative technological platforms by enabling mobile financial services as well promoting cross-border remittances through mobile payments.
Additionally, Cyril spearheaded the COVID-19 policy and relief measures implemented by the Central Bank from the onset of the pandemic, particularly in respect of the relief financing schemes implemented. This also included spearheading the Unwinding Strategy for these policy and relief measures, and ensured that the unwinding process was done an inclusive and sustainable manner. Cyril is likewise co-spearheading the climate change/sustainable finance project for the Central Bank since the adoption of the project in 2020, and is currently working on numerous policy initiatives and regulatory frameworks along with representing the Central Bank on relevant international committees/organisations, one of which is the NGFS.
He is committed towards having a more sustainable economy and actively engages with stakeholders to ensure coherent collaboration and co-ordination as Seychelles pushes forward with its climate change adaptation/mitigation agenda, inclusive of promoting the blue economy concept.
