Alejandra Chavarría is a lawyer and public-policy professional focused on financial inclusion, sustainable finance, and digital payments. She currently serves as Manager of Government Affairs & Public Policy at Mastercard, supporting regulatory engagement across Central America and the Caribbean to help make payment ecosystems more inclusive, secure, and efficient.
Previously, at Costa Rica’s insurance supervisor (SUGESE), Alejandra served as Market Discipline Lawyer, supporting market-conduct analysis and handling regulatory inquiries and consumer cases to improve transparency and consumer protection. Earlier, as Senior Policy Advisor at the Ministry of Foreign Trade (COMEX), she worked on OECD accession coordination, helped draft financial-sector bills (deposit-guarantee and resolution mechanisms), and contributed to trade-in-services negotiations (Korea FTA, TiSA). She has also conducted research on digital inclusion (Accion) and global labor-risk in supply chains (ICF). Alejandra holds an MPP from the University of Chicago and a JD from the University of Costa Rica.
