Emma Posner (she/her) has a background in public health practice, with experience in direct service, capacity building, and program implementation in maternal and child health. Prior to joining TIER in December 2021, Emma worked as Home Visiting Capacity and Systems Coordinator for the Massachusetts Maternal, Infant, and Early Childhood Home Visiting (MA MIECHV) program at the Massachusetts Department of Public Health (MDPH), where she managed the implementation of Parents as Teachers (PAT) home visiting programs at the local level, and worked to ensure that local program and provider perspectives informed home visiting program planning and innovations at the state level. Emma’s past experience in direct service working with children and adolescents in hospital and residential camp settings, together with her work in program implementation at MDPH, ground her interest in program and policy development and evaluation projects that are shaped by the voices of those most impacted by them.
As Participatory Evaluation Project Manager at TIER, Emma will be working on a series of participatory evaluation projects for MDPH through the CDC National Initiative to Address COVID-19 Disparities using TIER’s community evaluator model. She received a BA from Bates College with a major in Sociology and a minor in Spanish, and an MSPH in Population, Family, and Reproductive Health from Johns Hopkins Bloomberg School of Public Health.
