Emma Posner (she/her) has a background in public health practice, with experience in direct service, capacity building, and program implementation in maternal and child health. Prior to joining TIER, Emma worked at the Massachusetts Department of Public Health (MDPH) managing the implementation of Parents as Teachers (PAT) home visiting programs and supporting state-level home visiting program planning efforts. She also brings direct service experience working with children and adolescents in hospital and residential camp settings. Her program implementation and direct service experiences ground her interest in program and policy development and evaluation projects that are shaped by the voices of those most impacted by them.

At TIER, Emma directs a range of participatory evaluation projects, including projects carried out using TIER’s Community Evaluator model. Recent projects have included a series of community-based evaluation projects for a range of MDPH programs and initiatives funded through the CDC National Initiative to Address COVID-19 Disparities Award, community-driven qualitative data collection for the MDPH Community Health Equity Initiative, a project on economic mobility for the MDPH Root Cause Solutions Exchange, and a qualitative data collection project on severe pregnancy-related complications for the Massachusetts Maternal Morbidity and Mortality Review Committee. Currently, she is managing mixed methods evaluation projects for the Parents as Teachers National Center (PATNC) on tailoring PAT services for families experiencing child welfare involvement and/or challenges related to substance use; this work includes two national learning communities with state leaders and local programs to help guide this work.

She received a BA from Bates College with a major in Sociology and a minor in Spanish, and an MSPH in Population, Family, and Reproductive Health from Johns Hopkins Bloomberg School of Public Health.
