Analyze commercial building energy and water use data using statistical methods and econometric analysis; Propose and conduct energy, financial, and/or emissions analyses; Communicate the technical aspects of ENERGY STAR to critical stakeholder communities, including examining and explaining the relationship between building codes and building energy performance; Train buliding industry partners in the use of ENERGY STAR technical tools; Coordinate with the Department of Energy, Energy Information Administration, on improvements to future Commercial Building Energy Consumption Survey (CBECS) data collection efforts; Serve as the technical lead in meetings with senior officials and executives from private companies, local governments, and nonprofit organizations; Manage contractors assisting EPA in carrying out many of the activities conducted as part of the ENERGY STAR program.
You will spend less than 25%, of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

We are looking for at least one year of specialized experience related to this position as described below:
To qualify for the GS-13 level, you need to have at least one year of full time experience defined as experience conducting technical, statistical or policy analyses of environmental and/or economic impacts; AND experience managing studies evaluating the economic and environmental impact of energy efficiency and/or renewable energy regulations policies or issues.
Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: Knowledge of the principles, theories, and practices of analyzing commercial building energy and environmental data; Knowledge of development and management of technical tools and resources used by ENERGY STAR partner organizations; Ability to orally communicate the technical aspects of ENERGY STAR to critical stakeholder communities; Ability to examine and explain the relationship between building codes and building energy performance in writing.

EPA’s Materials Management through Sustainable Consumption Webinar Series is designed to provide examples of communities around the US and internationally that are reducing greenhouse gas (GHG) emissions and creating more sustainable patterns of consumption. This webinar series focuses on helping regulators and environmental management experts share information about existing research, programs and practices. It also shares perspectives from citizens and businesses. This information supports communities seeking to reduce their GHG emissions, wastes and other environmental impacts through a focus on sustainable consumption, including source reduction. Source reduction minimizes the quantity and toxicity of materials that later need to be disposed of, and is identified under the federal Resource Conservation and Recovery Act (RCRA) as a key strategy for achieving our long-term environmental goals. Source reduction also helps to reduce GHG emissions, which are regulated pollutants under the Clean Air Act. This series is in follow-up to last year’s Consumption and the Environment Webinar Series. For our webinars we invite guest speakers to share their views on sustainable consumption to get participants thinking and talking about new strategies for achieving our environmental goals. The U.S. Environmental Protection Agency (EPA) has opened registration for student teams from colleges and universities across the country to participate in its new design competition, the Campus RainWorks Challenge, through which teams will compete to develop innovative approaches to stormwater management. This first annual competition, will help raise awareness of green design and planning approaches at colleges and universities, and train the next generation of landscape architects, planners, and engineers in green infrastructure principles and design. Stormwater is a major cause of harmful water pollution in urban areas in the U.S., impacting tens of thousands of miles of rivers, streams, and coastal shorelines, as well as hundreds of thousands of acres of lakes, reservoirs, and ponds.
Student teams, working with a faculty advisor, will submit design plans for a proposed green infrastructure project for their campus. Registration for the Campus RainWorks Challenge is open from September 4 through October 5, and entries must be submitted by December 14, 2012 for consideration. Winning entries will be selected by EPA and announced in April 2013. Winning teams will earn a cash prize of $1,500 – $2,500, as well as $8,000 – $11,000 in funds for their faculty advisor to conduct research on green infrastructure. In 2013, EPA plans to expand Campus RainWorks by inviting students to design and complete a demonstration project assessing innovative green infrastructure approaches on their campus.
EPA is encouraging the use of green infrastructure as a solution to help manage stormwater runoff. Green Infrastructure uses vegetation, soils, and natural processes to manage stormwater runoff at its source and provide other community benefits. Green infrastructure is increasingly being used to supplement or substitute for single-purpose ³gray² infrastructure investments such as pipes, and ponds. The Campus RainWorks Challenge will help encourage the use of green infrastructure projects on college and university campuses to manage stormwater discharges.
