SUMMARY 
The Employment and Training Specialist implements full-cycle recruiting services and effective onboarding and orientation programs; plans and delivers supervisory skills and other training programs; assists with employee relations matters and provides support to employees at all levels of the organization.

ESSENTIAL FUNCTIONS

Employment:
1. Work closely with hiring managers to understand recruitment needs. Develop customized recruitment strategies in response to departmental needs that include proactive and creative outreach utilizing internal and external markets, social media and other recruitment resources.
2. Post/communicate open positions. Utilize applicant tracking system to review and manage applications. Conduct screening interviews and identify top candidates. Serve as liaison to candidates, communicating status updates regularly.
3. Provide advice and recommendations to hiring managers; guide them through the hiring process and provide coaching on interview techniques and related legal requirements. Guide managers in evaluating finalists and selecting the most qualified candidate(s).
4. Work with hiring managers to determine offers that align with NEAq compensation program in consultation with the Director of Compensation, Benefits, and HRIS. Facilitate job offers and onboarding.
5. Serve as a trusted resource to internal candidates offering career counselling and support as needed.
6. Review and streamline, as needed, all NEAq recruiting, hiring and on-boarding practices and processes. Ensure effective use of technology and compliance with related employment laws. Utilize applicant tracking system and HRIS to record, track, analyze and report data as needed.
7. Track, analyze and report affirmative action data. Update Affirmative Action Plan using SpeedEEO software and establish goals annually. Communicate plan, goals and analysis to managers and facilitate goal achievement.

Training:
1. Facilitate new hire orientation program and work with hiring managers to facilitate the on-boarding process.
2. Oversee “E3” customer service training program. Serve as the lead trainer to other in-house E3 trainers. Update and improve customer service programs and initiatives as the needs arise.
3. Facilitate Sexual Harassment Prevention and other supervisory training programs for leaders.
4. Identify other staff training needs. Develop curriculum and/or source management skills and other training programs that provide an opportunity for professional development. Deliver and coordinate training programs on a regular basis.

Other:
1. Serve on the Diversity Council. Implement diversity initiatives that support affirmative action hiring goals and other projects related to creating and maintaining an inclusive work environment.
2. Serve on the Engagement Committee; play an active role in committee initiatives geared towards ensuring high standards of visitor and staff engagement at NEAq. Assist with planning and facilitating Engagement Committee training initiatives and staff events.
3. Conduct exit interviews. Collect data and follow up with managers to create remediation plans as needed.
4. Collaborate with members of the human resources team to provide a high level of service to staff and managers and assist with other HR generalist responsibilities including, but not limited to, employee recognition, communication and resolution of employee relations issues.

Qualifications:

Minimum Training and Experience
A Bachelor’s degree and a minimum of 2-4 years of experience in a high volume, full life cycle recruitment function and experience delivering training programs.

Knowledge, Skills and Abilities
• Strong working knowledge of applicable Federal and state employment laws and Human Resources best practices related to staffing, employee relations, affirmative action and training.
• A commitment to providing a high level of service to all stakeholders, demonstrating approachability and openness.
• Proven success in building engaging working relationships through trust, collaboration, and direct communication.
• Ability to develop and provide effective and engaging presentations to a group and provide clear and concise information to employees at all levels of the organization in verbal, written, electronic, and other communication formats.
• Capable of prioritizing work duties for maximum efficiency and working independently to maintain service levels.
• Knowledgeable about affirmative action requirements and plans. Proven results sourcing and attracting diverse talent.
• A high level of initiative and creativity, as well as intuitive problem solving skills.
• Ability to effectively manage projects from beginning to end.
• Proficiency in Microsoft Office suite, Applicant Tracking Systems and HRIS.
