Article 2: Officers

  1. All officers will be elected following criteria presented in Article 4 – Elections.
  2. Officers having immediate charge of TCSVM SAVMA shall consist of a President, President-elect, Secretary, Treasurer, and National SAVMA Delegates.
  3. PRESIDENT
    1. The President shall serve a term of one year, beginning on March 1st of his or her 2nd year and ending March 1st of his or her 3rd year.
    2. From March 1st – May 31st of his or her 2nd year: The President shall be the presiding officer at all meetings of the SAVMA executive board, committee chairs, and general members.
    3. The President shall serve as the chairperson of the executive board and shall be considered an ex officio member of all committees with power to supervise their work.
    4. Upon completion of duties in February of the President’s 3rd year, the President shall serve as ex officio advisor to the chapter from end of term throughout graduation.
    5. The President shall be a voting member of the executive board and chapter. The President may cast one vote in the event of a tie.
    6. The President shall be an authority on the Chapter Constitution and Bylaws, and be responsible for overseeing updates as voted by the executive board.
    7. The President shall offer support and assistance to all officers and committees in any way possible.
    8. From March through May of second year, the President, with the assistance of the executive board, must set dates for meetings of the executive board, chapter, and HOD as he/she sees necessary.
    9. The President must maintain contact and ideal working relations with the MVMA, RIVMA, CVMA, and NEVMA and attend their annual meetings as schedules permit.
    10. From March through May of second year, the President must oversee all chapter functions as thoroughly as possible.
    11. From March through May of second year, the President shall attend the SAVMA educational symposium and represent the TCSVM student Chapter at any President’s meetings.
    12. From March through May of second year, the President shall maintain a working relationship with the administration. After this time until the completion of the term in February of 3rd year, he or she shall serve as advisor to President-elect in these duties, and step in at any necessary point.
    13. From March – May of second year, the president shall organize club leader meetings when requested, and shall serve as liaison between TCSVM administration and the umbrella clubs on campus. This includes keeping an updated list of club leader’s contact information. After this time and until the completion of his or her term in February of 3rd year, he or she shall serve as advisor to the President-elect in these duties, and help the elect position when his or her service is requested.
  4. PRESIDENT-ELECT
    1. The President-elect shall serve a term of one year, beginning March 1st of his or her first year and ending March 1st of his or her second year, at which time he or she will be promoted to president.
    2. From June 1st – February of second year: the president-elect shall be the presiding officer in meetings of the executive board, committee chairs, and general members.
    3. From March 1st through May 31st of first year, the President-elect shall learn the working of the Chapter in order to prepare for the office of the presidency.
    4. From March 1st through May 31st of first year, the President-elect must work closely with the chapter president to oversee chapter functions and activities.
    5. The President-elect must attend all executive board meetings and chapter meetings.
    6. From June 1st of his or her first year – March 1st of his or her second year, the President-elect shall hold monthly committee chair meetings to coordinate activities.
    7. The President-elect is responsible for assigning committee chairpersons as necessitated by Article 7, Committees.
    8. The President-elect shall help all officers and committee chairs in every way necessary.
    9. The President- elect shall attend the SAVMA educational symposium and represent the TCSVM student Chapter at any President’s meetings.
    10. From June 1st – March 1st of second year, the President-elect, with the assistance of the executive board, must set dates for meetings of the executive board and chapter as he or she sees necessary.
    11. The President-elect must oversee a presentation of SAVMA/TCSVM SAVMA during 1st year orientation or within one month of the beginning of the academic year.
    12. From June 1st – March 1st of second year, the President-elect must oversee all chapter functions as thoroughly as possible.
    13. The President-Elect shall organize and run the first year BBQ with assistance from the social committee and in collaboration with Alpha Psi.
    14. The President-Elect shall coordinate with the secretary to send email to the student body and e-list about membership deadlines and updates.
    15. The President-elect shall try to maintain at least an 80% student body membership.
    16. From June 1st – March 1st of second year, the President-elect shall maintain a working relationship with the administration.
    17. From June 1st – March 1st of second year, the President-elect shall organize club leader meetings when requested, and shall serve as liaison between TCSVM administration and the umbrella clubs on campus. This includes keeping an updated list of club leader’s contact information.
    18. The President-elect, with the assistance of the national delegates, shall coordinate and oversee the annual AVMA guest visitor.
    19. The President-elect will arrange elections.
  5. SECRETARY
    1. The Secretary shall serve a term of one year, beginning in February of his or her 1st year and ending February of his or her 2nd year.
    2. The Secretary must maintain an active list of student chapter officers and members, including mailing addresses, phone numbers and e-mail addresses.
    3. The Secretary is responsible for distributing and collecting SAVMA committee choice forms and for assigning members to their respective committees for committee credit.
    4. The Secretary must supply the Executive Vice President of the AVMA with officer and membership lists and other information as may be requested.
    5. The Secretary must maintain a list of paid members and keep records of the SAVMA committee assignments and their completions.
    6. The Secretary must submit JAVMA orders.
    7. The Secretary must provide the Executive Vice President of the AVMA with an updated list of senior members in good standing prior to graduation.
    8. The Secretary must record minutes at executive board and chapter meetings.
    9. The Secretary must prepare and post any changes in the Constitution or Bylaws.
    10. The Secretary must prepare and post copies of executive board and chapter minutes on the TCSVM SAVMA website.
    11. With assistance of the President-elect, the Secretary shall distribute membership ID numbers in a timely manner.
    12. The Secretary shall coordinate with the President-elect in sending emails to the student body and e-list about membership deadlines and updates.
  6. TREASURER
    1. The Treasurer shall serve a term of one year, beginning May 1st of his or her first year and ending May 1st of his or her 2nd year.
    2. The Treasurer must be the custodian of all the resources of SAVMA and keep careful account of the same.
    3. The Treasurer must make such disbursements as the Chapter may direct.
    4. The Treasurer must balance accounts at the end of the calendar year and submit them for audit.
    5. The Treasurer must prepare tax forms and work with the accountant.
    6. The Treasurer must collect and submit Chapter dues for membership in the national SAVMA as well as JAVMA subscription charges.
    7. The Treasurer must prepare financial reports for executive board meetings.
    8. The Treasurer shall be responsible for collecting all credit card receipts, cash, and checks for deposit from the SAVMA store no less than twice a month.
  7. SENIOR TREASURER
    1. The senior treasurer shall attend all SAVMA executive board meetings and shall serve as a mentor and go-to person for the Treasurer. The senior treasurer will serve May 1st of his or her second year through December 1st of his or her third year.
  8. NATIONAL DELEGATES
    1. The National Delegates shall attend both the SAVMA educational symposium and the AVMA annual convention to represent TCSVM’s Student Chapter at all SAVMA House of Delegate meetings.
    2. The National Delegates shall serve a term of two years from February 1st of their first year through February 1st of their third year. From February 1st of the first year until February 1st of the second year, the position is called Junior Delegate. From February 1st of the second year until February 1st of the third year, the position is called Senior Delegate.
    3. The Delegates shall act as correspondents for the TCSVM Chapter with delegates from other student chapters.
    4. The Delegates shall report to the executive board and the entire student body any SAVMA national concerns, including a written report of relevant issues, changes, and activities.
    5. The Delegates shall join a national committee as overseen by SAVMA and complete necessary duties and requirements as described in the SAVMA Constitution and Bylaws.
    6. The Delegates shall attend all executive board committees.
    7. The Delegates shall advertise and encourage reading of The Vet Gazette as available under the SAVMA website.
    8. The Delegates shall act as advisors to the chairperson of the Symposium Committee.
    9. The Delegates shall promote attendance at the National Symposium and annual AVMA Convention.
    10. Should TCSVM host the annual student Symposium, the Delegates shall form a chair or assign chairmanship of a committee to make preparations for holding the symposium.
    11. The Delegates must give a presentation of SAVMA/TCSVM SAVMA, with the assistance of the President, during 1st year orientation or within one month of the beginning of the academic year.
    12. The Delegates shall maintain a working knowledge of the national SAVMA governance documents.
  9. SAVMA CLASS REPRESENTATIVE
    1. The Representative shall act as a liaison between the class and the executive board.
    2. The Representative shall attend as many executive board meetings as possible.
    3. The Representative shall distribute and solicit information about SAVMA issues and events.
    4. The Representative may cast one vote on behalf of his or her class at board meetings, as deemed appropriate by the board.
    5. The Representative shall be selected by their respective classmates in an election process, Article 4 – Elections.
  10. RESIGNATION, REMOVAL, DEATH, AND SUCCESSION OF A SAVMA OFFICER
    1. Resignation of a SAVMA officer must be submitted to the entire SAVMA executive board in written form. The SAVMA executive board will inform the SAVMA faculty advisors and SAVMA members within 5 working days of receipt of the resignation.
    2. If there is consideration to remove a SAVMA officer, the officer must be notified no less than 7 days prior to the vote to remove. The officer in question will be allowed to address the executive board prior to the vote. Removal of a SAVMA officer from his or her elected position must be by 2/3 majority vote of the SAVMA executive board. This vote must occur with all SAVMA officers except the officer in question physically present. The SAVMA executive board will inform TCSVM SAVMA members within 5 working days of the removal of a SAVMA officer.
    3. Removal of a SAVMA officer can occur for the following reasons:
      1. Failure to perform the duties of the elected office which are outlined in the SAVMA Constitution and Bylaws (Article 2).
      2. Failure to attend one (1) executive board meeting without approval by the President and/or executive board or failure to attend two (2) consecutive meetings.
      3. Failure to attend two (2) SAVMA general meetings without approval by the President and/or executive board or failure to attend three (3) consecutive general meetings.
      4. Inappropriate conduct or representation of SAVMA and/or the AVMA.
    4. All proceedings to remove an officer must be presented to the SAVMA faculty advisors for review and recommendation prior to a SAVMA executive board vote to remove a SAVMA officer. The faculty advisors must be informed of the removal of a SAVMA officer within 5 working days of the vote to remove said officer.
    5. The SAVMA President shall promptly appoint a replacement for any officer unable to complete the specified term of office. This appointment is subject to approval by the executive board and subject to a vote of TCSVM SAVMA members at the next regularly scheduled general meeting. SAVMA member approval will be signified by a majority vote.
