Ph.D. in marine sciences with a specialty in Fisheries from the National Polytechnic Institute. Full-time professor-researcher at the Autonomous University of Baja California Sur (UABCS), Mexico, with 31 years of experience. He had performed different academic and administrative assignments within UABCS such as Head of the Fisheries Department, Postgraduate and Research Director, General Secretary, among others. He is an evaluator of federal programs of the Ministry of Education, the Committees for the Evaluation of Higher Education (CIEES), the National Science and Technology Council (CONAHCYT), and the Higher Education Assessment and Accreditation System (SEAES) the new paradigm to implement quality standards in Mexican universities. He has been collaborating in academic committees and directed several undergraduate and postgraduate theses. He teaches at undergraduate and postgraduate levels. Member of the National System of Researchers level II, and of the Desirable Teaching Profile, according to CONAHCYT and the Ministry of Education from Mexico. He develops research mainly oriented to small-scale fishing, aquaculture, community development, entrepreneurship and innovation, and modeling using big data and artificial intelligence. His academic contribution includes books, chapters of books of the specialty, and 35 publications in high-impact international journals. He also collaborates in projects with non-governmental organizations and foundations, highlighting the recent recognition of the Municipality of La Paz as a Learning City, awarded by UNESCO. He has been recently awarded the Fulbright Scholarship for Mexican Researchers.
