GDAE Researchers Jonathan Harris and Anne-Marie Codur presented on After COP28: The Bumpy Road to Net Zero
The presentation evaluated accomplishments and limitations of the 2023 international climate conference COP28, as well as future prospects. To achieve net zero carbon emissions by 2050, an intermediate target of approximately 50% reduction by 2035 is required. But current national pledges would result at most in only about a 10% reduction by 2035.
There are three essential policies for achieving net zero: “lowering the ceiling” of total energy demand; “raising the floor” of renewable energy production; and significantly increasing net carbon absorption by forests, wetlands, and agricultural soils. The COP28 goals of tripling global renewable energy capacity by 2030 and doubling energy efficiency improvement rates are a step forward but not nearly enough.

GDAE Researchers Jonathan Harris and Anne-Marie Codur presented on Climate Challenges after the Glasgow Conference: the roles of Forests and Soils
The presentation emphasized the critical role of natural climate solutions in filling the gap between existing pledges and needed goals for carbon reduction. The 2030 “ambition gap” of 19-23 gigatons CO2 can only be closed with a substantial contribution of carbon absorption by forests, soils, and wetlands. Preserving and expanding forests and wetlands, and moving to regenerative agricultural techniques, are crucial. See related GDAE climate policy briefs on the topic.

The presentations emphasized lessons from the preparation of the fifth edition of Environmental and Natural Resource Economics: A Contemporary Approach: the increasing evidence of the severity and urgency of climate change, increased ambition for carbon reduction goals, and the essential role of renewable energy, energy efficiency, and carbon storage in soils and forests in achieving these goals.
