Drawing from his comprehensive research and experience in the region, Motkin will provide a concise overview of Eurasia’s economic growth, key industries, and the evolving investment climate. He will also highlight notable case studies and success stories, showcasing the region’s potential as an attractive destination for investors. The conversation will involve visiting scholar Arman Grigoryan as a discussant, who will share his expertise on digitization and IT governance.

Anatoly Motkin is a successful technology investor with many years of experience in public consulting and media entrepreneurship in the United States, the European Union, and Eurasia. He began his career as a media manager and later moved to strategic consulting. Motkin has served as an advisor and investor to the public and private sectors on multiple IT projects. Motkin’s extensive background has led him to deepen his focus on developing a knowledge-driven economy and the IT industry across Eurasia. In 2017, Motkin founded the StrategEast Center for a New Economy, which now has offices in the United States, Ukraine, Georgia, Kyrgyzstan, and Kazakhstan. Working as an adviser to governments throughout Eurasia and the West, international financial institutions, and development agencies, Motkin has been dedicated to improving business practices and government transparency.

Arman Grigoryan is a Fulbright Visiting Scholar at The Fletcher School of Law and Diplomacy at Tufts University. His research interests include cyber policy, digitization and IT governance, cybercrime investigations and risk management, economic aspects of cybersecurity and information security. He is a distinguished graduate of the Government Information Leadership Advanced Management Program of the College of Information and Cyberspace (iCollege) at the US National Defense University and holds a PhD in Computer Science (Automation Systems). He is an associate professor of cybersecurity and information security at the National Polytechnic University of Armenia and has affiliations with Yerevan State University, French University in Armenia and European University of Armenia. Prior to joining The Fletcher School, he was the head of the Center for National Security Policy and ICT at the Institute for National Strategic Studies at the National Defense Research University of the Ministry of Defense of Armenia.
