Transatlantic Uncertainty and the Future of Ukraine
Please join the Fletcher Russia and Eurasia Program at The Fletcher School of Law and Diplomacy at Tufts University for a talk by Dr. Robin Brooks who will discuss the transatlantic response to Russia’s war in Ukraine.
The United States led the international effort to respond to Russia’s full-scale invasion of Ukraine in 2022, but the U.S. role today seems uncertain. Different officials have said different things at different times, and although President Trump has made clear that he wants this war to end, the Administration has not articulated a clear vision of the desired end state or a proposal for how to get there. European Allies (and Ukraine itself) are concerned that U.S. support for Ukraine’s defense is waning or might end, and the “Coalition of the Willing” to defend Ukraine remains unsure whether to count the United States among its members. What is current U.S. policy towards Ukraine and Europe, and how will it affect the effort to continue defending Ukraine’s territory, sovereignty, and democracy? What does Ukraine need to enter eventual peace talks in the strongest possible position? The speaker will address the Transatlantic relationship, U.S. policy towards Russia’s war in Ukraine, and the likely future of the war and of Ukraine in this talk.
Dr. Robin S. Brooks served as Special Advisor to Vice President Kamala Harris for Europe, Eurasia, Multilateral Affairs, and Democracy, and before that as Director for Central Europe and the Balkans at the U.S. National Security Council during the Biden-Harris Administration. Over a 21-year career with the U.S. Department of State Dr. Brooks served as Director of the Office for Multilateral Human Rights and Humanitarian Affairs, Chief of Staff to the Special Representative for Afghanistan and Pakistan, and in overseas assignments at U.S. Embassies in Moscow, Belgrade, Sofia, Ankara, and the U.S. Mission to the OSCE. Dr. Brooks holds a Ph.D. in Political Science from the University of California, Berkeley, and an A.B. in Government from Smith College. She was a Visiting Faculty Fellow at the Fletcher School of Law and Diplomacy at Tufts University (2024-25), and Davis Fellow at Columbia University’s School of International and Public Affairs (2015-16).
