National Versus Human Security: Australian and Canadian Military Interventions

The Leir Institute is pleased to welcome Gregory MacCallion for a conversation on his new book National Versus Human Security: Australian and Canadian Military Interventions. His research compares the military interventions by Australia and Canada in Somalia (1992-1995) and Afghanistan (2001-2014). The book examines if, and to what extent, the concept of human security affected the political justifications for the interventions, as well as the implementation of the military missions. It argues that the concept of human security works better in practice, than it does in theory. That is to say, that commanders from both countries recognised the limitation of traditional national security approaches in achieving their military objectives and identified human security as an effective, complementary tool, aligned with their national values. Australia’s and Canada’s experiences demonstrate that human security can be, and has been, operationalised at the implementation level, regardless of whether the policy was officially declared. The book draws on extensive primary research, including over 70 original interviews with Australian and Canadian Prime Ministers, Defence Ministers and Foreign Ministers, Chiefs of Defence Forces, commanders in the field, diplomats and development workers.
