Liliya Khasanova: Decoding the Russian Approach to Digital Governance

Please join the Fletcher Eurasia Club and the Hitachi Center for Technology and International Affairs for a lunch seminar about Russia’s cyber landscape with visiting scholar Liliya Khasanova. She will present her recent and ongoing research on cyber issues related to Russia. The conversation will address the following questions: What are the different perceptions of international law and governance between Russia and the West? What drives the digital sovereignty narratives in Russia, and how are they reflected in law and policy? What are the broader impacts of Russian cyber initiatives across Eurasia?

We encourage you to read in advance the following articles by Khasanova and other experts about Russia’s digital sovereignty, Russian and Chinese data localization modelscyber espionage, and various conceptual discrepancies in Russian and Western approaches to international regulation of cyberspace.

The Eurasia Club weekly lunch seminar series engages with students, faculty, staff, and researchers to foster a better understanding of the region among members of the Fletcher community. Members of the wider Tufts community are also welcome to attend. Liliya Khasanova is a visiting scholar with the Russia and Eurasia Program at The Fletcher School. Her current research interests include national and cultural perspectives on the international law of cyberspace, global data governance, and the impact of information and communication technologies (ICTs) on the international legal order. Before joining Fletcher, Liliya was a post-doctoral fellow at the Berlin Potsdam Research Group “International Rule of Law – Rise or Decline?” and at the Nanterre Center for International Law (CEDIN). She also served as a graduate research fellow in the Negotiation Program at Harvard Law School, and she was a visiting fellow at the University of Fribourg (Switzerland) and the Stockholm Center for International Law and Justice. In 2021, she was selected as a Women, Peace, and Security (WIIS) Next Generation Fellow.
