Statecraft in the Cyber Doman: Shaping a Cyber Nation

The rapid development of information and communication technologies and the continuous growth of information volumes have increased the dependence of public spheres on digital technologies, leading to the formation of an information-centric society. In the meantime, information resources have a significant impact on the development of political, economic, military, and other spheres of the state, society, and individual, which in turn increases the role and importance of cybersecurity in the national security system.

Given the high level of uncertainty in the cybersecurity sphere, and the dynamic, complex, and stochastic nature of cyber threats with the possible significant impact of the latter on the critical information infrastructures and systems, it is of utmost importance to encompass and leverage the nexus of Whole of Government, Whole of Society and Whole of Nation approaches toward the statecraft in the cyber domain.

“Shaping a Cyber Nation” is the unity of the human and managerial potential aimed at the joint purposeful operations in the cyber domain, including integration of cyber capabilities into national security and international relations, development, and use of cyber power, and modernization of the organization of society bridging the gap between technical and policy making communities.

Arman Grigoryan is a Fulbright Visiting Scholar at The Fletcher School of Law and Diplomacy at Tufts University. His research interests include cyber policy, digitalization and IT governance, cybercrime investigations and risk management, economic aspects of cybersecurity and information security. He is a distinguished graduate of the Government Information Leadership Advanced Management Program of the College of Information and Cyberspace (iCollege) at the US National Defense University and holds a PhD in Computer Science (Automation Systems). He is an associate professor of cybersecurity and information security at the National Polytechnic University of Armenia and has affiliations with Yerevan State University, French University in Armenia and European University of Armenia. Prior to joining The Fletcher School, he was the head of the Center for National Security Policy and ICT at the Institute for National Strategic Studies at the National Defense Research University of the Ministry of Defense of Armenia.
