Delivering effective basic services can be effective strategy to win hearts and minds particularly in a setting affected by protracted insurgency. We have seen the resurgence of non-state armed groups particularly in Afghanistan and Iraq where core basic functions of the state such as rule of law and security as well as justice have failed to deliver. This has created a power vaccum, providing opportunities for the non-state armed groups to proliferate. Such lack of services has also created grievance among the local population particularly among youths to seek alternative justice, security and war-driven employment opportunities.
